
| 1 | Why is this required? We have been working with Q&D for many years. |
| Many private clients are requiring that we
draw from a list of qualified subcontractors,
often scoring our process as part of
competitions and the GC qualification packages
we fill out and provide to them. Public entities
began requiring subcontractor qualification,
following the lead of the State Public Works
Board. Recently enacted legislation requires that a general contractor that is hired as a "CM at Risk" by a public entity under the Nevada Revised Statues use qualified subcontractors. Reference Senate Bill (SB) 268, which is set to be fully incorporated into NRS language by October by last report. Applicable sections were enacted as of July 2011 when this bill was approved by the Governor. |

| 2 | We already qualified with Q&D, do we have to do so again? |
| Qualifications with Q&D are good for 1 year. You will have been issued a letter from Q&D regarding your qualification status. If your qualification letter is expiring prior to the expected contract dates, you need to turn in a renewal form. If you aren't sure, you can call the front desk at (775) 786-2677 and ask for "Sub qualification help" and you'll be transferred back to a specialist for a consult. | |
| 3 | Does my current Q&D qualification count toward these individual projects to which you are inviting us to apply? |
| Yes and no. Our information on file duplicates much of the information we are required to request per NRS/SB 268. But NRS requires that we qualify subcontractors for each project. Rather than requesting a full packet each time, we will review information already on file to confirm your qualification for any individual project. | |
| 4 | Why do I need to register or notify Q&D of my interest in a particular project? |
| Sending a qualification packet in to us without any information as to which project you are interested may get you qualified in general but may not get you on the bidder's list. We'll still draw from the qualified subcontractor list when preparing the bidder's lists, but this is one more layer of notification that helps us match up incoming qualifications with the opportunities to which you wish to apply. | |
| 5 | Why do you need financial information? Do I need to provide it? |
| It is one of the requirements of NRS as modified recently by Senate Bill 268. In order to bid public works projects where the general contractor is the CM at Risk, you will need to provide financial information. Financial information is not shared with anyone except our Chief Financial Officer, and he only provides us with a final result. More questions on financials? | 6 | May I have access to plans? |
| A project seeking interest and qualifications from subcontractors is likely in the preconstruction stages and the job is not ready to bid. Plans are made available with the bid invitation, which you will receive if you are qualified for the project. Bid dates are generally advertised or estimated in the qualification announcement. | 7 | How do I know if my company was qualified? |
| Q&D's process includes a letter to each and
every contractor who invested the time in
applying for qualification with us. This
letter will be general, and refer to your yearly
qualification with Q&D. On a project specific basis, for public works projects where we are the CM at Risk, NRS requires that we notify any qualified company with the potential for bidding a scope over 1% of the project total in writing in advance of the bid date. All qualified bidders, above and below that threshold, should get a project-specific bid invitation through our bid administration website/software called isqft.com. |

| 8 | Where is my application at? |
| Applications are logged as they come in and generally reviewed in order. We usually get a few during the weeks leading up to the submittal deadline and a pile on the last day. You can contact Lavon Gray at (775) 353-7046 to ask if we've received your submittal. | |
| 9 | Am I on the bidder's list? |
| Turning in a qualification package and registering your interest with the estimator does not mean you are on the bidder's list. There is one more step - Q&D will need to evaluate that information on file or recently submitted against the NRS list of requirements and make a project-specific determination. Contact your Q&D estimator or preconstruction manager for status of the bidders list - after the qualification due date please. | |
